You can call the jail line directly to ask if a specific person is in custody. Staff can confirm whether someone is booked, give a booking date, and let you know about release status in many cases. There is no online roster for Winona County, so the phone and VINE are your main real-time tools.

There are several ways to look up booking records for Winona County. The most direct option is VINE, which is a free statewide notification system. You can also search the state's criminal history database or call the jail. Each method gives you somewhat different information.

VINE Inmate Locator

VINE (Victim Information and Notification Everyday) is the fastest way to check if someone is in custody at the Winona County Jail. It's free and available 24 hours a day. You can search by name or booking number. VINE also lets you sign up to get alerts when an inmate's status changes, which is useful for victims or family members tracking a case.

Visit VINELink or call 1-877-664-8463. The service covers all Minnesota county jails.

BCA Criminal History Search

The Minnesota Bureau of Criminal Apprehension (BCA) maintains the state's criminal history database. This tool shows court dispositions and conviction records, not just current custody status. It is useful when you want to know about past charges rather than just who is sitting in jail right now.

Minnesota BCA criminal history search booking releases

The BCA system is at chs.state.mn.us. Public name searches are free. More detailed background checks require a fee and a purpose code.

Minnesota Court Records Online (MCRO)

MCRO shows case filings in Minnesota district courts. Once a person is charged, a court case gets created and becomes searchable. This won't show you the initial booking, but it will show you the charges filed and case status. Search at mncourts.gov.

Call the Jail Directly

For the most current information, call (507) 457-6500. Jail staff can confirm custody status and release dates. Not all details are given over the phone, but it's often the quickest way to get a yes or no answer about whether someone is in custody.

Note: Winona County does not publish a live online jail roster. VINE and the direct phone line are the primary ways to check current custody status.

What Booking Records Contain

A booking record is created each time someone is taken into custody at the Winona County Jail. These records are part of the public record under Minnesota law, with some exceptions for ongoing investigations or protected individuals.

Typical booking records include the person's full name, date of birth, booking date and time, arresting agency, and the charges listed at the time of booking. The charges at booking may not match the final charges filed by the county attorney. Charges can change, get dropped, or be added after the prosecutor reviews the case.

Records also include the person's physical description, including height, weight, and any identifying marks noted during processing. In some cases, a mugshot may be part of the booking record. Bail or bond information is usually included as well, showing the amount set and whether the person bonded out.

What you won't find in booking records: medical information, mental health notes, immigration status, or records from juvenile cases. Those are protected under separate Minnesota statutes and are not part of the public booking record.

Minnesota Law and Booking Records

Minnesota has clear rules about what jail booking information must be made public. The main statutes governing these records are found in the Minnesota Government Data Practices Act (MGDPA).

Minnesota Statute 13.82 is the core law for law enforcement records. It says that arrest data, including the name of the arrested person, the time and date of arrest, the charges, and the arresting agency, are public. This is why booking releases exist as a public record category in the first place.

Minnesota Statute 13.85 covers corrections data. It sets out what information held by jails and corrections facilities is public versus private. General custody status and booking information fall on the public side. Medical records, discipline records, and certain other inmate data are private.

Minnesota Statute 641.05 relates to county jails and their operations. It gives counties the authority to run jail facilities and outlines basic operational rules. This statute is part of the broader framework that places booking records under the sheriff's control.

There are exceptions. Active criminal investigations, records about undercover officers, and data that could endanger someone's safety may be withheld. Juvenile records are handled under entirely separate statutes and are not public.

Formal Records Requests

If you want a copy of a specific booking record or a set of records, you can make a formal data request under the MGDPA. This is different from just looking up who is in jail. A formal request lets you get actual documents, like booking sheets or arrest reports.

Send your request to the Winona County Sheriff's Office at 201 W 3rd St, Winona, MN 55987. You can also call (507) 457-6500 to ask about the process. Requests should include the name of the subject, the date of arrest or a date range, and a clear description of what records you want.

Government entities in Minnesota must respond to data requests within a reasonable time. For requests that are simple and don't require significant staff work, responses are often quick. More complex requests may take longer. The agency can charge a fee to cover the cost of making copies, but it cannot charge for staff time spent searching for records unless the request is very large.

Note: If a request is denied, the agency must tell you which specific law allows the denial. You can appeal a denial to the Minnesota Department of Administration's Information Policy Analysis Division.

Winona County Jail Operations

The Winona County Jail is a county-run facility. It holds people awaiting trial, those serving short sentences, and individuals being held on other jurisdictions' warrants. The jail processes bookings around the clock.

Winona County is a mid-size rural county. Jail population tends to be smaller than in metro counties, but the facility handles a mix of cases including DUI arrests, drug offenses, domestic cases, and property crimes. The county also holds federal detainees on occasion under intergovernmental agreements.

Visiting the jail or sending mail to an inmate requires following the jail's specific rules. Call the jail at (507) 457-6500 for current visitation hours and procedures. Rules can change, and it's worth confirming before making a trip. Inmates can receive mail at the jail address: 201 W 3rd St, Winona, MN 55987.

Bond information is set by a judge during a first appearance. For most misdemeanor arrests, bail may be set automatically by a schedule. For more serious charges, the person must appear before a judge. Once bail is posted, the release process begins. Release can take a few hours depending on how busy the jail is at that time.
